The Clearinghouse is a secure online database that will give employers, the Federal Motor Carrier Safety Administration (FMCSA), and State law enforcement personnel real-time information about commercial driver’s license (CDL) drug and alcohol program violations.


The Clearinghouse will contain records of DOT drug and alcohol violations. Return-to-duty (RTD) process and follow-up testing plan will also be recorded in the Clearinghouse.

Employers are federally mandated to query drivers PRIOR to the start of driver’s employment for any previous DOT drug and alcohol violations. A driver must not perform safety-sensitive functions if an unresolved violation is found. Drivers must immediately consent to the query to prevent delays in employment.


Employers must report any driver’s DOT drug and alcohol violations during their employment. TPAs can query the drivers’ records and report violations on behalf of the employers.

Registration for the Clearinghouse will open early October 2019. Drivers and Employers must be registered to the Clearinghouse prior to the mandated use on January 6, 2020.


IMPORTANT: Employers must designate MPCS as a TPA to allow queries to be conducted on their behalf.

Employers are responsible for purchasing query packages in the Clearinghouse in order to conduct queries on drivers. TPAs cannot purchase on behalf of the employer. FMCSA has issued a rate sheet for query plan bundles.
