FMCSA Clearinghouse Info

The Clearinghouse is a secure online database that will give employers, the Federal Motor Carrier Safety Administration (FMCSA), and State law enforcement personnel real-time information about commercial driver’s license (CDL) drug and alcohol program violations.

 

The Clearinghouse will contain records of DOT drug and alcohol violations. Return-to-duty (RTD) process and follow-up testing plan will also be recorded in the Clearinghouse.

Employers are federally mandated to query drivers in the database PRIOR to the start of driver’s employment. 

 

Drivers must immediately consent to the query to prevent delays in employment.

Registration for the Clearinghouse will open early October 2019. It is highly recommended that drivers register as soon as possible. Mandated use for employers for the Clearinghouse starts January 6, 2020. 

 

Employment will be delayed if drivers are not registered and unable to electronically consent to a query.

Employers, TPAs (Third-Party Administrations (MPCS), Substance Abuse Professionals (SAPs) and Medical Review Officers (MROs) will be able to access drivers’ drug and alcohol violations with driver’s signed consent.
